You need a motor, and some way to hold onto the wire.  You need some way of transferring power from the motor to whatever is gripping the wire to move along it.

A couple of rubber wheels held together by a spring would probably do the job.  If one has a gear reduction drive from a suitable motor, that’ll do you.  Some sort of guide to keep the device from veering off the wire, and a limit switch so it stops when it hits the top would complete the device.
